I would say the best computer is the one you build yourself, if building your own is not for you then I would say DELL. ;)

Magazines such as PC World have rated the PCs of various manufacturers the best buy at any given time. www.pcworld.com maintains a list of 'Best of...' No doubt many others do to, maybe: maximumpc, pccomputing, pcmagazine, etc. You can find 'Best Buys' for low, mid, and high price ranges, probably others ways.

Customer support is an important consideration, vital for some. Some/most magazines consider customer support as part of the 'Best Buy' determination.

You can also read reviews on components, choose what you like and 'home build' one yourself.

There is no one best computer. I build my own and for a few others. I don't build many for others because I just don't want to get called that often for tech support. Most of the tech support questions are user errors and user installed software issues. Building you own can be a great learning experience unless it's for a computer you need for work and not for games or entertainment. If you are inexperienced and it's a computer you need for work and must depend upon, buy from a reputable manufacturer with good tech support and a rapid on site repair / replacement policy. I usually recommend Dell although Dells come in all grades. The cheapest Dell is probably no better than a cheap HP, not considering tech support. The cheapest hp or even emachine can be the best computer for the money if you factor in the operating system and other software(not including the junk software that is a pain to remove). As long as they are considered disposable and nonupgradable they can be considered a very good deal when on blow out sale.

I too would have to agree that DELL are great both in terms of their computers and support. I brought my DELL with me to Spain from the US and I have been able to get support here from them, and quickly which is unheard of here. :D
