SWF is the Exported viewing file.
Assuming it was created in Macromedia Flash, you need the .FLA file which is the Editable file.

If you have a template, all you have to do is to open it in macromedia flash. You cannot edit the file without it.
If you saw a flash on another website and snatched it, you cannot do anything with it. It has been compressed and basically unusable except as is. I know you did not do this. It is for imformational purposes only.
There are other not quite flash software out there for example swish which is a great little program. Does not cost near what flash cost and it has it own templates. Some template sites has it intermingled with flash templates. You need to make sure the template you have is for flash or swish and use the appropriate software.
