Windows95 will not start the computer

Windows95 will start when I turn the computer on and it tells me that it is reconizing everything including the CD drive and then the screen opens up with the windows95 logo and then goes to "it is now safe to turn you computer off". I deleted a file called "Freetell" and after I deleted it the computer would not reload, I've tried to rebote with the rebote floppy and no results, the reason I deleted the "Freetell" file was when ever I turned the computer on this program came up and ask me to down load the rest of the "Freetell" file which I had deleted a few years ago. any help would be appreciated. the computer is a 166 Mghtz built by Stone Computer in Toledo, Oh. in the year of 1996.
