FDDs are pretty simple devices to install, so if you've got the following correct, and it still doesn't work, return it for another and if the other doesn't work, I'd suspect the controller.

FDD Installation Points:

1. BIOS Setup: Set to it's position on the cable, Primary or Secondary.
2. BIOS Setup: Set to the correct size and density, 3.5inch 1.4meg.
3. Data Cable: Primary on the connector after the "twist", and Secondary on the connector before the twist.
4. Data Cable: Connectors must have a pin 1 match - look for the connector key to be in the correct place at the FDD end and if it's wrong, the FDD LED will remain ON. If this is the case, turn the connector over.

If another FDD, properly installed, doesn't work, then I'd suspect the FDD Controller and you can either get a new MB or get a controller expansion card.
