Bootable Windows CD..

Hi,
I would like to know how to create a bootable CD-ROM(not the install or setup boot disk). The bootable CD should be able to bring up windows 9x/ME/2K as if it is getting booted from the hard drive. Hard disk should not be accessed at all. In other words, the CD should be able to boot and load windows in a system which doesn't even have a hard disk. Could some one please help me how to create such a CD?. In addition, we should be able to add more utilities(like antivirus, disk utilities etc) to the same CD.

It would be helpful if some one gives the step by step instruction to build such a CD.
