Dvd Won't Play

I installed a DVD 16X drive on a system running WIN XP PRO.
The device manager properties show "this device is working properly", but everytime I insert a DVD or even a CD and try to run it, I get the message "please insert a disk in drive". I tried removing the hardware from device manager and re-installing to no avail. I updated to a digitally signed driver with no luck. What's going on???
Thanks.

Yes. The BIOS setting are fine. It appears on the IDE field.

The new one works. I guess you can't always assume that it is system related huh? The first drive was DOA!
