Are you wanting to backup the whole drive? A portion? What will you back it up to another drive? CD?
Windows 98 does have a backup program, if you have the CD:
Read about it Here (http://www.microsoft.com/windows98/usingwindows/maintaining/articles/811Nov/MNTfoundation4.asp)

Ok,
This program DBACKUP (http://www.free-software-downloads.org/free-pc-utilities/backup-utilities.htm) is Free and you can select what to backup
I would also use ShadowX's Driver Backup Expert - on the same page.
Ideally you would want a clean Windows that runs great then you would GHOST or COPY the partition to anothjer hard drive or a CD (depending on the size.)
