Hi e-man - The XP firewall is fine for blocking incoming packets but it will not stop outward traffic. Perhaps if we have a look at what is running on your PC, we may be able to identify the problem.
Go here and download and run a scan with Hijack This. Most of the files listed will be harmless and/or required so do not make any changes, just click on Save Log, copy it and post it back in this thread.

Hi e-man - Get Spybot to fix those entries if you haven't already done so. Also run Hijack This again and this time, select the below entries and click on Fix Selected. Reboot afterwards.
O3 - Toolbar: (no name) - {62999427-33FC-4baf-9C9C-BCE6BD127F08} - (no file) O16 - DPF: {94118C19-B178-4E43-BBE8-0EFDBB391BDB} (SysWebTelecom Class) - http://www.sponsoradulto.com/SysWebTelecom.cab When you have rebooted, perhaps try installing a different firewall, Sygate is quite user friendly. Make sure that you shut down WinXP's firewall before you install it though.
