Anyway, try the fix here taichimaster. (for WinXP, click on the (NONE) URL:HyperText Transfer Protocol. Write down your DDE settings so that you can re-enter them if it doesnt work).

LOL I was wondering what happened to the post. LOL
I never had to do this when I first got my computer. I had to reinstall windows Sat. night and now my OE is not working the same way as it did (the opening the links in new windows). I found this on the web already and tried and it didn't work. LOL M$ and OE isn't being friendly to me any more

I'm not sure if this will work but it's worth a try. Close IE and OE and go to Start > Run, and run the following commands one after the other, each line followed by 'enter':
regsvr32 shdocvw.dll regsvr32 urlmon.dll regsvr32 comcat.dll regsvr32 actxprxy.dll regsvr32 Shell32.dll regsvr32 Oleaut32.dll regsvr32 Mshtml.dll regsvr32 jscript.dll Run each line individually. After each run, you should see a short message stating the command was successful. Now reboot. Let us know if this helps.

I've successfully used the fixes in the MS KB article, Internet Shortcuts in Outlook Express Do Not Start Web Browser on several different systems.
Specifically, this procedure (often, it's all that's needed): 1. Click Start, point to All Programs, click Accessories, and then click Windows Explorer. 2. Click Tools menu, click Folder Options, and then click File Types. 3. In the Registered File Types box, click URL:File Transfer Protocol, and then click Advanced. 4. In the Actions box, click Open, and then click Edit. 5. The Application Used To Perform Action box may display the path to your Web browser as a short file name. Type the path to your Web browser using the full long file name. For example, change: c:\progra~1\intern~1\iexplore.exe -to- c:\program files\internet explorer\iexplore.exe (include the quotation marks). 6. Click OK, click OK again, and then click Close. 7. Repeat steps 3-6 for the following registered file types:
