I have a 100 page manual in word, with 12 chapters
What would be the best way to get it in the webpage?
Make a content page and link it to the chapters or make them download it as a word doc or pdf?

PDF sounds the best option.
Search engines such as Google can now search PDF files.

I'd agree with PDF for this - if you don't want to buy the full Acrobat software there are free alternatives such as this: http://kenchiro.tripod.com/howtoPDF.html

I also agree, however, please be aware that it could be a large file depending upon the amount of graphics you have in the manual. You said it has twelve chapters? Possibly include separate chapters as an alternative if the visitor do not want to download the entire file.
