Is it possible to set a bandwidth limit on the client side?

I was wondering if it is possible to set a bandwidth(internet) limit on two computers both running on WinXP and connected to a router.

I cannot do it on the router as it does not have such a feature, and setting a bandwidth limit would be useful since it would ensure that neither computer users' action will cause internet surfing to slow down significantly.

Hmm I'd be surprised if this could be done on the client, because it would presumably be possible for the user to disable it, it's the sort of thing that I would expect to be done at the router level

I think that it could be done if you set the proxy as localhost and use a program as an intermediate between the computer and the router, just as some mail server programs require you to set your SMTP server as localhost.

However my programming skill are not up to that level, so I'll have to improve my programming skills in the coming holidays.

Take a look at Bandwidth Controller. It might be what you're looking for.

Thanks, but it's not the program I'm looking for because I am using a router and not a server.

To be honest, unless both parties are downloading at the same time or it is a dialup connection, there should be no problems with sharing bandwidth. IMO it is nothing to be concern about.
