Angry Invalid System Disk, Press Any Key To Continue

Ok I got some major problems here!...
I have an old Pentium II 466 (66) with around 350 MEg+ of SDRAM PC-100
2 HDD- IBM 2.5 Gig (MAIN) <---------- TROUBLES!!!
Maxtor 20 Gig (Second) <------- Backed up data, Cant Format
With an a: that doesnt seem to like my startup disks.
What I did was I had 98SE on the computer before then i formatted it because i need an updated version of windows for the LAN drivers to work.
So anyways i went into the Command promt in DOS when i restarted and i typed Format C:
BAM done format.
Then I went to put a floppy disk thats a startup disk and I keep getting Invalid System Disk. I cannot get past this screen or into a prompt (Obviously) And i have tried many different startup disks all which i have tried on other pcs and seem to work fine. I checked the cables and they seem to be setup fine (NO SOLID LIGHT, NO FLOPPY FAIL) and i even checked my BIOS for boot sequence and of course its
A:,SCSI,C:
STILL NOTHING!!! I need some HELP FAST!!! need to get this computer done and done with!

hi

check BIOS for setting of floppy mode.
it has to be standard 1.44, not mode three

is the IBM a SCSI drive? I guess not
A: , C:, would be more appropriate

you could also try CDROM, A:, C:
