well in win98se I always disabled load profile and scan registry, but since I've been running ME I haven't touched it or see any reason to,My main reason on 98se was it took system resources and it made loading up windows take longer and as far as the task monitor I never had anything running any way so it didn't matter if it loaded or not.
So I would say it depends on what OS your running.

Task Monitor is used by windows to defrag, it decides which programs will be placed first on the hard drive. It can be disabled with no ill effects.

Load Power profile (listed twice) is used by windows for the APM. You know like auto shutdown/standby or to standby you monitor when you are not using the PC. It is the source of many hangs/shutdown problems. You can disable both and the PC will not have Power Management, I never miss it.

Scan registry is just like it sounds. Windows makes a new backup copy of your registry on ever boot. A total of five are stored (can change this number). This too can be turned off without ill effect. (speeds boot a tad) You will need to make your own registry backup with this feature disabled. (a good idea whenever you make major changes)

In short anything that is in the Windows Startup items group can be disabled and windows will start. Some will say that you need systray, I have not found that to be the case and have that disabled as well.
