when I want to open certain files, a box comes up and says
open with. what am I supposed to click

It depends on what you are trying to open, if you are trying to open a text file you would want to use Notepad or some kind of word processor (Word, WordPad, etc.) to open it. If you are trying to open a graphics file you would want to use Photoshop or some other program that can display graphical files.
But usually this means that Windows doesn't know what to do with your file and you may need to go download (or buy) a program that can open the type of file you want to open.
