Cumulative Patch for Internet Explorer 6 Service Pack 1

I have installed "Cumulative Patch for Internet Explorer 6 Service Pack 1" from Microsoft Windows Update site.
After system restart (Windows 98), a dialog box over the logon window displayed the following message: "A required .DLL file, C:\WINDOWS\SYSTEM\SHLWAPI.DLL, was not found." and the system stopped loading.
I have restarted in MS-DOS mode, using the Reset button.
I have restored the file SHLWAPI.DLL from the Zip Rescue Disk previously crated by Norton Utilities. I have noticed some other missing files from Windows\System folder, such as mshtml.dll, shdocvw.dll and urlmon.dll, which I have also restored.
After that, my system has booted normally, but the Microsoft Windows Update site tells me again that I have to install that "Cumulative Patch...".
What is the problem ?

Did you leave Norton anti-virus program running during the installation of the update? I've seen that cause the problem you're having.

Disable NAV and try the update again.
