No Windows/scandisk only errors help

I am not familiar with win ME having 98se myself but my sisters pc has crashed after she deleted and uninstalled some stuff!! Now all she can get is a never ending cycle of safe mode that will not load without running scandisk which then leads to a blank screen with no alternative but to reboot...its a never ending loop she cant get out of. Her error messages are:
xms cache problem
enum/htree/root/0
sureg create key failed.
Cant run scanreg because we dont have a prompt at all and no safe mode...nothing to start at. I got her to change her boot sequence to start in cd rom drive and put her winME cd in but it just shows it up and goes straight into scandisk with no options so I cant run setup.exe or ...anything!! She has no boot disk. Can anyone tell me if I make her a boot disk on my pc(Itake it this is ok on a 98se pc) and we get her drive to start ok and run it where I go from there?
I take it I just run scanreg.exe and the registry should repair?? Is that from the C:/prompt? Or is all this too complicated? Would it be easier to reinstall winMe over itself (assuming we can get a bootdisk to work)? Would she lose info on her hard drive and all her files and folders etc? Any help appreciated.

Hi meloncolly,
Yes, a WIN98 startup floppy disk will work just fine on a computer that has Windows ME installed.

Boot from the WIN98 startup floppy disk, choose to start WITHOUT CDROM SUPPORT (not needed at this point) and when you get to the A: prompt, key in:
c:\windows\command\scanreg.exe /restore
Hopefully, that will bring up the last five good registry files from which you can choose one to restore.

If that doesn't work, or if you'd rather try System Restore instead, this MSKB article explains how to start the System Restore Tool from a command prompt. If you use the WIN98 startup floppy disk, you won't have "Minimum Boot" as an option in the Startup menu.....just choose to start WITHOUT CDROM SUPPORT.
