I am a moron and I need help, o dear god I need help

Ok, here is my issue, well one of them, I just installed a second 20Gb hard drive into my computer. The computer is a Pentium 2 with 450Mhz...blah blah blah, but for some reason, I change the little tag to SLAVE, I reboot and run FDISK, there should be a 5th option letting me to set the second drive as number 2 but there is not 5th option, I know the second drive is valid, I have worked it separently, but when there are 2 it will not show up. plz help me.

by Little Tag I assume you mean the Jumper?
Did you change the Primary jumper? Some HDDs require the jumper to be changed if it has a Slave drive attached.

Does the HDD show on the BIOS/Boot screen?

On the original drive, the "Main Drive", check the jumper (little tag) on it. It either has to be set to "Master" or "Cable Select".

No my second drive does not show up on my BIOS.

Ok, I changed the Master Drive Jumper to Cable Select and again the same issue, I even changed the IDE cable thinking it might be that, if you have any other thoughts that would be great but if not, maybe it was not ment to be.

test the new drive by changing it to master (jumper as well) to see if the BIOS detects it.
there's no need to attach the other drive as you are just testing the new drive.

If not it may be a faulty drive.
