When my I have my moms computer shutdown or restart it freezes up at the "windows is shutting down screen."

Hi there...Windows shutdown problems can be difficult to troubleshoot as there are so many factors involved. Start by disabling Fast Shutdown - go to Start > Run, type msconfig and OK it. You should have an option to disable it.

Also, check microsofts site. I just read an article that discussed the Windows 98 SE shutdown issue. They have a fix on their site.

J41 - Mithrilhall has a good reply, but I side a little more with HKed. You more than likely have a program that has fragmented or refuses to shut down.
I had two such program. One, Oska the Dancing Bear and Zone Alarm Pro. Each at different times in my computer's age. I also tap into a site that has intermediate, automatic refreshing that plays havoc with my shutdown.
Your search will be hit and miss. But be sure to use your Close box (C-A-D) to insure you are closing down at least all apparent running programs, except Explorer and Systray. :rolleyes: :eek:
