I made sure the num lock was enabled in the bios but when my windows 2000 boots up the num lock feature is disabled. Anyone has any ideas

When you changed it in BIOS did you SAVE the changes??
Depending on the keyboard, some of them can be adjusted within Control Panel | Keyboard...

I did save the chages in the bios. Where in the keyboard functions can I modify this setting

Give this a try Eminent1
Control Panel --> System --> Advanced --> Environment Variable
Enter NUMLOCK=ON under System Variable and your numlock should stay on after the boot.
See if that works, if not try this:
Open your registry and find the key below.
Change the value of 'InitialKeyboardIndicators' to either '0' for off, or '2' for on.
Note: This change will affect all users but value can also be changed on a user-by-user basis by modifying [HKEY_CURRENT_USER\Control Panel\Keyboard] using the same values.
Registry Settings
User Key: [HKEY_USERS\.DEFAULT\Control Panel\Keyboard]
Value Name: InitialKeyboardIndicators
Data Type: REG_SZ (String Value)
Value Data: 0 = NUMLOCK is turned off after logon, 2 = NUMLOCK is turned on after logon
