WINDOWS installer problem

I am unable to install some new programmes in windows NT4.0 service pack6.0 because of the following message " Windows installer service is not started or windows running in safe mode". I have downloaded the Windows installer program but I am aunable to install/run the programm becuase of message " The service is alrady running"
How to solve problem without reinstalling Windows NT4.0 again
