Unable to insert pictures

I am still unable to insert pictures into my emails (not as attachments) even though I have done everything that I have been advised to, I am wondering if its because OE is being shared with Incredimail?

I'm not sure that you can send pictures, without them being attachments as well as having them show in the mail. Do you see the pictures in the mails you get, or are they coming through as just attachments? :)
