Splash Screen won't go away

I just recently reinstalled WinME after having many errors with it. I installed TweakUI but this newest version does not give me an option to turn off the splash screen. I tried going back to an older version of TweakUI but it didn't seem to effect it. Is there any other way to get rid of the splash screen?
