CD-ROM Autostart Problem

I've just installed a new case, motherboard, AMD 1.33 Processor, and transfered over my hard/DVD/CD drives. Everything appears to be working okay, but I've noticed that my Memorex Tri-MAXX 200 (DVD/CD/CD-R/CD-RW) and HP CD-Writer Plus 7200 (CD/CD-R/CD-RW) drives are not autostarting CD's that should autostart. Is this a hardware or software problem? Any possible solutions?

The drives are Secondary Master and Slave and I'm using Windows ME.
