Change in graphic format when emailed

Can anyone tell me why a jpg attached to an email shows up in my inbox looking like this? Displays the same in Eudora and Outlook and does not appear in attachments file, although the received message shows it as a jpg attachment. I know it was sent correctly. Small sample -- there are pages and pages of it.

Has this always happened?
Is this with all JPG's?

Is it by you sending an email with attached JPG?
or by Receiving an email with attached JPG?

Are you using any security software that may encrypt the message?
