System reboots on startup

I have a GVC DR742E 810E motherboard, Celeron 700 processor, 128MB pc-133 sdram, onboard video and sound.
I just put system together and loaded WindowsME. Everything seems fine when booting until just when the desktop would come up, then system reboots, goes to the same place and reboots. I have change memory modules, have install cpu in a different system and it works fine. Any ideas?
