Just 2 pc's sharing an internet connection (cable modem). I am using outlook for email sharing the personal folders on the other pc

Still depends what going on in the background.
When you say send I assume you mean streaming it meaning it is being watched over the network.
If you're streaming it then things that could affect the performance are Virus Scans, Defargs and general computer maintenance that go on in the background when not using programs.
