Hello Hyp4u2nv
I have windows ME and I have the same problem not all the time, but just sometimes I have hunted for a fix for this, the only thing i can find is that something running is not allowing windows to shut down properly, im still trying to find what it is, I suspect my sound blaster live doing it but havent fixed it yet!

Before you shutdown your computer, press ALT-CTRL-DELETE, when the window comes up, see what is running and click each one and then end task.
Just try each one and you might find the one makin the problem.
