My friend recently used a spyware program and after using it he restarted. Upon restarting his internet wouldnt work at all. When I looked at it, I noticed that rundll32 was not listed in his task manager. I also tried to look at his network adpaters in the control panel but it gave me a msg saying that "sysdm.cpl" was not availalble or something like that and then it would shut down the control panel. Also I cannot ping any website from dos and when i try to release in "winipcfg" the numbers do not clear and when i try to renew it thinks for a long time and then says "dhcp server error, attempting to renew adpater" and then it freezes. He is also running some kind of internet sharing software that he is hosting. He is using 98se. Any help would be greatly appreciated.

Welcome :)
If the spyware program had backups then restore them to see if that solves the problem.
If it does then do trial & error removal of spyware items.
Alternatively you could remove all references to the network via Device Manager and Network properties and reinstall them.

Unfortunatly he uninstalled the Spyware killer before I got there. I ve already tried to reinstall his network devices. That hasnt worked. I think that the problem is the fact that I can't see rundll32 when I bring up the ctrl-alt-del menu. I have always thought that its a file necessary for internet/network connections. I tried replacing rundll32 with a new copy but that did nothing. I also checked msconfig and it said it was loading rundll32 for powrprof.dll, something to that effect was listed twice but rundll32 doesnt load. If anybody knows how to ger rundll32 to load or any other suggestions please let me know. Thanks

If he deleted, via a spyware scan, a system file then I would suggest a System File Check or Repair Install.
SFC
Goto Start>Run> and type SFC then click ok.
For Repair Install
Insert the Windows CD and choose to install.
