Boot Problems

At the moment i am having severe boot problems, i have tried various solutions, however nothing seems to work.
At the moment when i start i get the windows splash screen then the C:> promt appears... i have tried to start in safe mode, which then states
"windows is bypassing your start up files" and then i once again get the c:> prompt... i am really stuck please help

When did this start happening?
Did anything happen to the PC before this?

If you can't get in via safemode then I would suggest a repair install, which is installing windows over the top of its self.
