DOS

I've read quite a few very knowledgable answers to some of the questions posed here. Some of the answers state to run this or that utility under DOS, and not Windows. Can someone explain exactly how you run something under DOS?? If I only have a Windows OS on my system, how would I boot into DOS? :confused:
