network neighborhood properties problems

I’m using Windows 2000 server, the NIC card as 2 ip address I’m trying to remove one of the address as I moved the Web Page to a different computer But when I right click on the network neighborhood I get the hourglass for 3 sec. And then nothing. I tried restarting the server in safe mode with network support (same result). I tried replacing the NIC Still I could not access the TCP/IP configuration. I’m wondering if there is a way to remove the address from the command prompt or some other way.
