Using Regedit, I discovered this file under CheckBadApps400\explor32.exe. Before I delete this file in the registry, I need to know if this is a tracker file or something which is part of Windows.

You could take a backup of the key or registry before you delete it.

Sounds like spyware or a virus do the normal checks.
