sounds like a faulty HDD, best option here is to replace the HD, download diags from the manufacturers web site and run on the HD to confirm bad sectors.
As a work around try partitioning the disk in to one 2gb and one with the rest, then try installing W2K on the larger partition,
This may work but if your HD is reporting bad sectors best practice is to replace the thing.

I'm having exactly the same problem - I've just built two pcs to exactly the same psec, but one of them is giving me this error and refusing to load W2K past the initial stage. I know it's not the hard drive as I've tried three different ones, two of which are brand new. Also swapped all cables and everything that I can possibly think of, but still no joy. It's baffling because the other pc works fine and I'm not aware of anything I did different. Have also tried loading XP after reformatting and XP just goes through the inital load and then reboots and does the same thing over again, never gets past the booting from cd stage. Tried re-setting the BIOS to default settings, as well as changing boot order etc, but nothing seems to work. Any help greatly appreciated!

you may have already tried this but change the ribbon cable, as it may be bad.
