Im not able to download more then like 6kbps off any server. Trying to send an IM takes a good 2 seconds the first try, etc..

How can I fix this or at least diagnose it?

Downstream 83 Kbps (10.4 KB/sec) 89 Kbps (inc. overheads)
Upstream 34 Kbps (4.3 KB/sec) 36 Kbps (inc. overheads)

What kind of Internet Connection do you have and what speeds are you expecting?

I have a cable connection and I expect speeds of like 1000+/(not sure of upload, maybe around 3-400)

cable connection speeds is directly related to the number of cable customers who are on line in your area. There will be times where speeds will be low and there will be times when speeds will be high.

You can try tweaking (http://www.dslreports.com/tweaks) your connections. Also you may want to contact the cable company if you want them to check the lines.
