Hi,

No, the drivers will not be saved on the startup disk.
The Windows CD may have drivers for some hardware, but most likely you will have to trawl the manufacturers websites for the appropriate drivers.

Do you know what type of PC it is or the make/models of the components?

If you have the model no. then you maybe able to download the drivers from the gateway website.

Otherwise you will have to look for the individual component drivers.

You may be able to get the drivers from here
http://support.gateway.com/support/drivers/dlcenter.asp

The wizard requires a Serial Number of the PC.

Depends what is in the system and what windows can detect.

You have the essentials there.

To format download this file
http://files.frashii.com/~bootdisk/file11111/boot98c.exe
Run it and it will prompt for a floppy disk.
This will create a startup disk.

Boot from the disk and at the A:\ prompt type
format c:
then press enter

after the format type
r:\setup.exe
then press enter.

The 98 setup should start.

Yep, you need the CD in the drive.

The bootdisk will assign the CD-ROM to drive R:
So when you use r:\setup.exe it will start the setup from the CD.

Must be a temporary error as it is usually a good resource :)

Try this
