Cant Use Restore Cd After Formatting Windows Me

I erased a number of files that caused my computer not to work properly.
I could not restore nor could I format and restore the original os.
I found a way to format the drive but I was unable to install windows me
from the restore cd.
For some reason Norton ghost is preventing me from doing so.
I had one tech tell me to low level format and another told me
that my restore cd was corrupt.
Any help would be appreciated.

What is the make/model of the PC?

The Norton Ghost error maybe on a hidden partition that the restore cd refers to for the setup files.

If you have deleted this partition then you may have a problem.
