Write protected CD-ROMs

I get this error message about the CD-ROM bieng write protected when I try to copy any type of files onto them. How do I fix this...

I'm using a TDK CD-ROM with a "Compact Disk" logo that says "Recordable", but it does not say "Rewritable"as well like on my CD-ROM drive. I have a suspicion that this may be the problem.

Have these cd's been used before and, if so, was the cd "finalized" after being written to??
