Question keyboard language help

My brother phoned me this morning to ask me for help.
Which is that he cannot configure the keyboard so he gets English-British, every time he trys ,it says he needs a Millenium Edition disk, before he can make the changes, seems that the default is English-USA which is not much good if you have to write the @ sign or the Pound sign.

I used ME long time ago and for the life of me i cant remember wether there is a way around that or not. I was sure there was and that it can be accomplished without the disk...... hope someone can help me here,

When it asks for the CD try directing it to
C:\Windows\Options\Install
