lost restore disk

I have a older e-machine computer, but not the restore disk and did not like what came with it anyway,
I have a copy of windows me oem which i was told what in need, but how do i format the hardive the computer wont let me do it ,
all i want to do is to erase every thing on it and start over, any ideas

If it is a full version, and it is not installed on any other computer, try inserting me into the cd drive and reboot. Be aware that oem software may not work on your computer unless it came with your comuter.
