How do I re-install Windows'98 SE?? Caused by Explorer Error

Hi to all member,

I'm new to this group, and I'm from Seattle, Washington - U.S.A.
I thought I would find helpfull answers from members of this
group for my needs.

HELP!! : - ((

How do I re-install Windows'98 SE over the top of the
current windows 98 on the "C" drive in "C:\WINDOWS"
directory? What's the command keys?
I've been struggling with this problem for over a week.

I need help with my DELL PC which is corrupted.
and that when going to the desktop, it turns into
a "SAFE MODE" with an Explorer error message.

My brother and I believed is to re-install Windows'98.
