MS-DOS prompt causes illegal operation

Greetings,

I am new to this forum and I have a problem that has been stumping me. I would appreciate any help. I am running Win98 (not SE) and when I try to start the ms-dos prompt from the start menu, it causes an illegal op and locks up the pc. I can run dos fine if I boot to it, but not the shell. If you need more info let me know. I am running DOS 7.10

(edit) I forgot to mention that if there is no easier fix, then tomorrow I plan on upgrading to Win98se. Will probably do that either way.
