laptop network

Hello,
I have two toshiba laptops. One has no operating system installed and the cd drive is inoperable but I do still have the original reconfig windows 98 disc that came with the machine. The other laptop is fully functional with windows ME installed. Both computers have floppy, pcmcia, usb.1, parallel ports available. Is there a simple way to install the windows 98 reconfig disc by networking these two machines?

Are both of the laptops the same make and model?

They are both toshiba, but different models. One is running windows me and the one with the broken cd drive is three years older and came with a windows 98 reconfig disc. If the OS needs to be the same, I suppose I could replace ME with 98 on the good computer?
