Photo Template Page

I was wondering how i would go about creating a photo template page. Something that could be along the lines of.

http://www.url.com/template.html-imgsource=image2.jpg

how would i set up something like this?
also what limitations do I have.

Also I have Microsoft Frontpage 2003, if its easier to use that.
