Welcome to CTH
I have to ask is this the original disk for Photoshop 6.0? As that error is usually associated with a copy of the program and trying to apply a crack serial number to it.
If it is the original, try reinstalling the program, but before you do there are a couple of things that you need to do.
1. Clear out all temporary files
2. Stop all programs from running in the background, click on each ICON next to the clock and disable it
3.Uninstall Photoshop through Control Panel | Add/Remove programs
Now try a reinstall
