DVD RW Trouble

I bought 3 new DVD Re-Writable's for my DVD burner the other day (yes it's a DVD RW burner) and my problem is that whenever I delete a file off the DVD, the space on the disk does not go down. For example, if I have burn two files on the disk that take up 500MB each and delete one, there's still a Gig being taken up on the disk. I think I have to actually format the DVD if I want to re-use it again... If this is the case, then why do CD RW's work differently? I haven’t tried any CD RW's on this new burner YET but I remember they used to work just fine on my older burner. When I'd have two files on that took up 50MB's each, and deleted one, the disk space would go back to 50MB's. Isn't this what it should be like with DVD RW'S? Currently I’m using Nero Ultra Edition. Maybe I’m doing something wrong within Nero?
