I don't think there are many free programs out there for Transparent GIFs.

I use Macromedia Fireworks, but have also use Animation Shop that comes with Paint Shop Pro.

one of the best cheap programs is Photoshop Elements. But as the previous reply stated, it is difficult to find free stuff that will do what you want.

Use this editor online only:
http://www.gifworks.com/index.html

IrfanView (freeware) will add transparency on single (not animated) gif's:
http://www.irfanview.com/

You can edit with MSPaint and add transparency using either of those.

Paint Shop Pro. I did all the stuff for my website in it, and it's great. Best part is it is only $30
