Help! I Can't use Internet Explorer and Outlook anymore

Hi all, I'm new to this forum, and hope I can find some help here.
I have been experiencing this problem for some days now, and I've tried everything I could think of, but without succeeding in fixing the problem.
When I connect to the internet (I use a dial up connection) I cannot use Internet Explorer as it doesn't display any page; it just hangs with the message "opening page http://......", and at last it times out with the error message "The page cannot be displayed".
I have the same problem with Outlook, while other programs work fine as usual (Mozilla, WS-FTP, Netscape). I get correct ping responses from both number addresses and name addresses.
The odd thing is that also pages on my computer which pass through a webserver cannot be displayed. I have IIS running in order to display php pages, but now I can only view pages on http://localhost using Mozilla or Netscape.
My OS is Windows 2000, IE version is 6.0; even tried to reinstall the browser.
I have no firewall installed, and I also tried to disable the antivirus program.
Then I run CWShedder, AD-Aware, SpyBot, HijackThis, and lspfix, without result.
