Can Not Start Windows Illegal Operation

I have been having a problem with my Printer. I am dual booting 98SE - XP Pro and for near to 12 month never had any problems printing from either OS. Recently after installing a USB 2 PCI card to run my Scanner on USB2 98SE was not happy with the USB 2 but still worked ok until a week ago when the Printer would not work from 98 but worked fine from XP. I downloaded the Unoffical 98SP1.5 from the USB Community Web Site and installed it and that was it.
My Windows 98 is not working any more, I restored my last good Registry backup that allowed me to boot into Safe Mode ok but I could not find anything wrong there all worked OK, but when rebooting into normal Windows windows will not finish loading now in both Safe or normal mode and I will receive this dialog box.


Explorer has performed an illegal operation and will be shut down.
