Lost windows/internet explorer menus

Does anyone have any idea what could have cause Internet Explorer (6) and Windows Explorer to lose their menus? Also, nothing is displayed when the Taskbar Start button is pressed. Norton Anti-Virus seems oblivious to it. I have all the latest Windows Updates installed... Any help would be appreciated. I suspect a registry problem, but is it possible someone mangled explorer.exe?

When was the last time it worked correctly?
When did it stop working?
What was done in the interim? Add or remove programs, etc?
Have you spybot and adaware to run?
If you find no bugs, and this problem just happened today or yesterday,
Start and shutdown into restart in dos-mode.
At the c: prompt type scanreg/restore and choose a date you first saw the problem and restore that date.
Or come back with more info on the Q's asked?
