I have two OS Win XP and Win 98SE. After reinstalling Win 98SE I cannot connect to the Internet. I always receive message “There is no dial tone”. In Control Panel>Modems I disabled “wait for dial tone”.

The most likely cause is a bad modem driver. I assume that the modem works fine under XP. If so, you need to obtain and install the correct Win98 driver for it.

 I have the same problem at times.
In my case there is a voice mail in the provider's
answering machine.
Check for messages. If this dose not restore the
dial tone, try turning on your phone and waiting for
the dial tone after the beeping? then launch your
internet explorer and hang up your phone. Works on my system.
